Simply swinging your shoulders or the board side to side does not create propulsion. The secret lies in friction with the ground.
A common explanation of how to tic-tac is that you move forward by opening your shoulders and rotating your upper body. However, while this may create rotation in your body, it does not fully explain the mechanism that drives your body forward. The actual propulsion is generated when you shift your body off the top of the board and press the tail down with your back foot, causing a reactive force from the ground as it pushes back against you. Of course, rotating your shoulders is not wrong in itself, but keep in mind that rotating your shoulders is a way to make it easier to shift your center of gravity off the board, not something that directly makes your propulsion stronger on its own.
