Without sufficient speed, it is physically difficult to clear obstacles.
Even if you ollie as high as possible, you may still get caught on the obstacle—and lack of speed could be the reason. For example, imagine clearing a line on the ground with a small ollie (assuming a height of 15 cm). This means you need to travel roughly the length of your wheelbase (about 45 cm) while in the air. If you calculate it, you’ll find that you need a speed of about 1.3 meters per second—roughly the distance of 1.5 skateboard decks per second. In this way, without a certain amount of speed, it becomes physically difficult to clear obstacles no matter how hard you try.
