Pushing the nose down causes the tail to rise as the board rotates, making it stick to your back foot.
Even if you step on the nose with your front foot to make the board rotate, that alone only increases the force pressing the board against your back foot and will not make the board rotate. If you feel the board sticking to your back foot, this is likely the problem you are experiencing.
