Ankle power is only a very small part of it. Use the force created when your whole body tries to extend upward.

When you try to pop hard, it is easy to focus too much on the movement of your ankle. But no matter how hard you push the tail down with your ankle, that alone will only make the tail sink, and you will not get a high ollie. The power of your ankle is tiny compared with the force your whole body can produce. And given the structure of the human body, your toes naturally push down against the ground during a jumping motion. In other words, the popping motion is simply an extension of the jumping motion.
